President Rodrigo Duterte has designated Executive Secretary Salvador Panelo as caretaker of government while he is in China for the second Belt and Road Forum from April 25 to 27.
“To ensure continuity of government service, it is necessary to designate an Officer-in-Charge to take care of the day-to-day operations in the Office of the President and oversee the general administration of the Executive Department,” Special Order 420 read.
The Order authorizes Medialdea to act for and on behalf of Duterte, except on matters that the President is required to act in person by the Constitution.
All departments and agencies should assist the Executive Secretary in the discharge of his functions.
“All acts of the Executive Secretary for and on behalf of the President pursuant to this Order shall be deemed acts of the President unless disapproved or reprobated by the President,” Duterte said.
Special Order 420 was signed by Duterte last April 17, 2019.
