President Rodrigo Duterte believes former Solicitor General Florin Hilbay should be blamed for the damages that the government is still paying over unfulfilled contracts.
In a speech in Batangas City on April 17, Duterte claimed Hilbay never won a case when he was Solicitor General.
“Ito si Florin Hilbay. Solicitor general. Wala namang ipinanalo. Nanalo ba tayo sa kaso natin? Karami nating bayad, totoo lang ngayon. Hindi akin, previous administration mga damages, mga kontrata because we were known then as a country who does not honor contractual obligations,” he said during PDP-Laban’s sortie.
Duterte then poked fun at Hilbay’s sexuality, claiming he was gay.
“Hoy Florin, kasama mo palagi si Agot Isidro. Kayo na ba? Bayot itong buang na ‘to,” he said, referring to the Visayan term for gay people.
Hilbay, who is running for senator as part of the Otso Diretso opposition slate, is in a relationship with Isidro.
